“You may read in places that the total number of elementary particles is 25. By this counting there are 6 quarks, 3 charged leptons, 3 neutrinos, 3 intermediate vector bosons, 8 gluons, 1 photon, and 1 Higgs. Quark and lepton antiparticles are not counted. For example, the positron is not included, as it is the antiparticle of the electron. But for the bosons, antiparticles are included. The W- is the antiparticle of the W+, but both are counted. So, this method of counting seems internally inconsistent.

However, in the high energy description, we have three W particles, the W1, W2, and W3, which are all different, none being an antiparticle of any other. So, with the high energy description, the elementary particle count of 25 is correct.
